World Heritage On The Ground

The UNESCO World Heritage Convention of 1972 set the contemporary standard for cultural and natural conservation. Today, a place on the World Heritage List is much sought after for tourism promotion, development funding, and national prestige. Presenting case studies from across the globe, particularly from Africa and Asia, anthropologists with situated expertise in specific World Heritage sites explore the consequences of the World Heritage framework and the global spread of the UNESCO heritage regime. This book shows how local and national circumstances interact with the global institutional framework in complex and unexpected ways. Often, the communities around World Heritage sites are constrained by these heritage regimes rather than empowered by them.

For nearly 70 years, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has played a crucial role in developing policies and recommendations for dealing with intangible cultural heritage. What has been the effect of such sweeping global policies on those actually affected by them? How connected is UNESCO with what is happening every day, on the ground, in local communities? Drawing upon six communities ranging across three continents—from India, South Korea, Malawi, Japan, Macedonia and China—and focusing on festival, ritual, and dance, this volume illuminates the complexities and challenges faced by those who find themselves drawn, in different ways, into UNESCO's orbit. Some struggle to incorporate UNESCO recognition into their own local understanding of tradition; others cope with the fallout of a failed intangible cultural heritage nomination. By exploring locally, by looking outward from the inside, the essays show how a normative policy such as UNESCO's intangible cultural heritage policy can take on specific associations and inflections. A number of the key questions and themes emerge across the case studies and three accompanying commentaries: issues of terminology; power struggles between local, national and international stakeholders; the value of international recognition; and what forces shape selection processes. With examples from around the world, and a balance of local experiences with broader perspectives, this volume provides a unique comparative approach to timely questions of tradition and change in a rapidly globalizing world.

The UNESCO World Heritage Convention is one of the most widely ratified international treaties, and a place on the World Heritage List is a widely coveted mark of distinction. Building on ethnographic fieldwork at Committee sessions, interviews and documentary study, the book links the change in operations of the World Heritage Committee with structural nation-centeredness, vulnerable procedures for evaluation, monitoring and decision-making, and loose heritage conceptions that have been inconsistently applied. As the most ambitious study of the World Heritage arena so far, this volume dissects the inner workings of a prominent global body, demonstrating the power of ethnography in the highly formalised and diplomatic context of a multilateral organisation.

In 2015, the General Assembly of State Parties to the World Heritage Convention passed a ground-breaking Sustainable Development policy that seeks to bring the World Heritage system into line with the UN’s sustainable development agenda (UNESCO 2015). World Heritage and Sustainable Development provides a broad overview of the process that brought about the new policy and the implications of its enactment. The book is divided into four parts. Part I puts the policy in its historical and theoretical context, and Part II offers an analysis of the four policy dimensions on which the policy is based – environmental sustainability, inclusive social development, inclusive economic development and the fostering of peace and security. Part III presents perspectives from IUCN, ICOMOS and ICCROM – the three Advisory Bodies to the World Heritage Committee, and Part IV offers ‘case study’ perspectives on the practical implications of the policy. Contributions come from a wide range of experienced heritage professionals and practitioners who offer both ‘inside’ perspectives on the evolution of the policy and ‘outside’ perspectives on its implications. Combined, they present and analyse the main ideas, debates and implications of the policy change. This book is key reading for all heritage professionals interested in developing a better understanding of the new Sustainable Development policy. It is also essential reading for scholars and students working in the area.

Soil as World Heritage celebrates a half century of field experiments on the Balti Steppe, in Moldova - where Dokuchaev first described the Typical Chernozem in 1877, protected from the elements by a unique system of shelter belts designed by the great man, and now provisionally listed as the first World Heritage Site for soil. The book presents contributions to the 2012 international symposium attended by researchers, practitioners and policy makers from the European Commission and countries as diverse as Belarus, Bulgaria, the Czech Republic, France, Germany, Italy , the Netherlands, Romania, Russia, Ukraine, United Kingdom, USA and, of course, Moldova itself. The experimental data demonstrate the damage caused by human activity to the productivity and integrity of the black earth and, also, ways to restore its fertility. Results from even longer-established trials worldwide also demonstrate that agricultural practices are driving global warming, leaching of nutrients, pollution of water resources, diversion of rainfall away from replenishment of soil and groundwater to destructive runoff, and destroying soil organic matter and biodiversity. These are pressing issues for our generation and will press harder on future generations. Long-term field experiments, and the scientific skills and experience that they nurture, will be more and more valuable as a foundation and focus for interdisciplinary teams studying the effects of farming practices on the soil and soil life so as to devise a sustainable alternative. Europe-wide and worldwide contributions also discuss economic incentives - carbon and green water credits - which themselves require robust supporting data, and legislative aspects of promoting more sustainable farming systems. The outcomes of the conference include recommendations for institutional support for sustainable farming and a draft of the law on land and soil management for the Parliament of Moldova.

The World Heritage community is currently adopting policies to mainstream human rights as part of a wider sustainability agenda. This interdisciplinary book combines a state of the art review of World Heritage policy and practice at the global level with ethnographic case studies from the Asia-Pacific region by leading scholars in the field. By joining legal reviews, anthropology and practitioner experience through in-depth case studies, it shows the diversity of human rights issues in both natural and cultural heritage sites. From site-designation to their conservation and management, the book explores the various rights issues and analyses the diverse social, cultural and legal challenges and responses at both regional and global level. Detailed case studies are included from Australia, Cambodia, China, Malaysia, Myanmar, Nepal, the Philippines and Vietnam. The book will appeal to both natural and cultural heritage professionals and human rights and heritage scholars, and will serve as a useful compendium for courses use allowing students to compare, contrast and contextualize different contexts.

This book collects 15 papers written by renowned scholars from across the globe that showcase the forefront research in Earth observation (EO), remote sensing (RS), and geoscientific ground investigations to study archaeological records and cultural heritage. Archaeologists, anthropologists, geographers, remote sensing, and archaeometry experts share their methodologies relying on a wealth of techniques and data including, but not limited to: very high resolution satellite images from optical and radar space-borne sensors, air-borne surveys, geographic information systems (GIS), archaeological fieldwork, and historical maps. A couple of the contributions highlight the value of noninvasive and nondestructive laboratory analyses (e.g., neutron diffraction) to reconstruct ancient manufacturing technologies, and of geological ground investigations to corroborate hypotheses of historical events that shaped cultural landscapes. Case studies encompass famous UNESCO World Heritage Sites (e.g., the Nasca Lines in Peru), remote and yet-to-discover archaeological areas in tropical forests in central America, European countries, south Asian changing landscapes, and environments which are arid nowadays but were probably full of woody vegetation in the past. Finally, the reader can learn about the state-of-the-art of education initiatives to train site managers in the use of space technologies in support of their activities, and can understand the legal aspects involved in the application of EO and RS to address current challenges of African heritage preservation.

Through a thick ethnography of the Fez medina in Morocco, a World Heritage site since 1981, Manon Istasse interrogates how human beings come to define houses as heritage. Istasse interrogates how heritage appears (or not) when inhabitants undertake construction and restoration projects in their homes, furnish and decorate their spaces, talk about their affective and sensual relations with houses, face conflicts in and about their houses, and more. Shedding light on the continuum between houses-as-dwellings and houses-as-heritage, the author establishes heritage as a trajectory: heritage as a quality results from a ‘surplus of attention’ and relates to nostalgia or to a feeling of threat, loss, and disappearance; to values related to purity, materiality, and time; and to actions of preservation and transmission. Living in a World Heritage site provides a grammar of heritage that will allow scholars to question key notions of temporality and nostalgia, the idea of culture, the importance of experts, and moral principles in relation to heritage sites around the globe.
