Addressing Rural Youth Migration At Its Root Causes A Conceptual Framework

Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.

How can we achieve FAO’s original vision of a world free from hunger and malnutrition? The report sheds some light on the nature of the challenges that agriculture and food systems are facing now and throughout the 21st century, and provides some insights as to what is at stake and what needs to be done. What emerges is that “business as usual” is no longer an option but calls for major transformations in agricultural systems, in rural economies and in how we manage our natural resources. The report was undertaken for the quadrennial review of the FAO Strategic Framework and in preparation for the Organization’s Medium-Term Plan 2018-2021.

The Near East and North Africa (NENA) has always been affected and in many ways shaped by the high levels of human mobility. However, rural migration - or migration to, from and between rural areas - is often overlooked, despite its important ramifications for food security, agriculture, rural development and regional disparities. In the next decade, persistent poverty, climatic threats and increasing competition for natural resources may fuel greater levels of migration across NENA countries. This report was designed to provide policy makers, practitioners and development partners with an overview of the main challenges and opportunities of rural migration in the NENA region.

The paper examines the role of land access in youth migration and employment decisions using a two wave panel data set from the Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA) from Nigeria. Overall, the findings show that the size of expected land inheritance is significantly and negatively associated with long distance migration and migration to urban areas, while a similar impact is negligible when a broader definition of migration is adopted and when migration is deemed as temporary. A more disaggregated analysis by considering individual characteristics of the youth shows that results are more elastic for older youth and those that are less educated, while we find no difference when comparisons are made by gender. Similar analysis on the influence of land access on youth employment choices shows strong evidence that the larger the size of the expected land inheritance the lower the likelihood of the youth being involved in non-agricultural activities and a higher chance of staying in agriculture or the dual sector. The results further reveal that youth in areas with a high level of agricultural commercialization and modernization seem to be more responsive to land access considerations in making migration and employment decisions than are youth residing in less commercialized areas. Finally, the results from the differential analysis suggest that rural-to-urban migration and the likelihood of youth involvement in the dual economy is more responsive to the size of the expected land inheritance for less educated youth as compared to more educated ones.

This publication offers a systemic analysis of sustainability in the food system, taking as its framework the Sustainable Development Goals of the 2030 Agenda of the United Nations. Targeted chapters from experts in the field cover main challenges in the food system and propose methods for achieving long term sustainability. Authors focus on how sustainability can be achieved along the whole food chain and in different contexts. Migration has contributed to the society we live in today, and as such, it is part of our shared history. Both the causes and the consequences are multifaceted and complicated. While many people leave their homes as a result of conflict or poverty, others move under conditions of peace, political stability and development. A large share of international migrants originated from rural areas. This is an important part of the structural transformation of an economy, and is an important part of the structural transformation of an economy. Examining the complex interlinkages of migration with agriculture, This report examines the existing literature and provides evidence from both developed and developing countries, focusing on why people from rural areas decide to migrate. It explores the drivers of migration, both international and internal, and aims to deepen our understanding of the interlinkages with agriculture, food security and rural development. This report assesses the impact of migration on countries of origin and destination, focusing on rural areas and the agricultural sector. It discusses how agricultural and social policies can address challenges and capitalize on opportunities created by migration trends.

The RuMiT (Rural Migration in Tunisia) research addresses the determinants of migration and mobility, the patterns and types of rural youth outmigration and the impact of rural youth migration on rural livelihoods and societies in origin regions in Tunisia. The research used a mixed-methods approach combining quantitative and qualitative methods, providing comparative insights into: international and internal migrants and non-migrants; pre- and post-2011 migrants; households with and without migrants. Main results show that migrants from rural areas are increasingly highly educated and leaving to pursue their studies abroad. This particularly applies to women, who also register a decrease in marriage-related migration. Migration proves to be rewarding for both internal and international migrants, in terms of occupational and social security outcomes. In particular, migrant women have higher labour market participation and employment rates than non-migrants. As a direct consequence of an emigration which is still male dominated, households with migrants are increasingly feminized, i.e. with a higher share of women, who are more likely to be active compared with women in nonmigrant households. Migrant households were also found to have higher access to social security. While incomes from remittances tend not to be invested in productive activities, evidence shows that one internal migrant out of four and one international migrant out of three has an economic activity in the areas of origin, which in most of the cases is connected with agricultural or animal production. The Rural Migration in Tunisia (RuMiT) research project was undertaken in the framework of the FAO project “Youth mobility, food security and rural poverty reduction: Fostering rural diversification through enhanced youth employment and better mobility” (GCP/INT/240/ITA) – in brief, the Rural Youth Migration (RYM) project – implemented in Tunisia and Ethiopia between 2015 and 2017, and funded by the Italian Development Cooperation.

In recent years, the growing disparities between rural and urban areas in developing countries have been a cause of major concern. The rural-urban gap remains the single most well-documented development and welfare disparity in the developing world. This gap can be seen in the low economic activities, higher poverty levels, and lower quality infrastructure and services in rural areas as opposed to urban areas.
