Ageing In East Asia

Ageing populations present considerable challenges to welfare states internationally, and East Asia is no exception. Demographics show that countries in East Asia either have the highest proportion of older people, or the speed at which their population is ageing is faster than anywhere else in the world. This book explores the causes and trends of population ageing in eight countries, and discusses the challenges and impacts of population ageing on public policies. East Asian countries have developed new policies to meet older people’s needs – across health, social care, income maintenance, employment and housing. Ageing in East Asia provides the first comprehensive introduction to ageing policies in East Asian countries. Aging is a challenge which countries in East Asia and Pacific (EAP) regions are grappling with or will soon confront. It raises many questions for policymakers ranging from potential macroeconomic impacts, to fiscal challenges of supporting pension, health and long-term care systems, and labor market implications as countries seek to promote productive aging. The urgency of the aging challenge varies across the region, but it will confront all EAP countries in time and early preparation is essential to avoid the missteps of other regions. Live Long and Prosper discusses the societal and public policy challenges and reform options for EAP countries as they address aging. It aims to strike a balance between aging optimists and pessimists. On the one hand, the impacts of aging on growth, labor markets and public spending are not the unavoidable catastrophe often feared. However, minimizing the downside risks of aging and ensuring healthy and productive aging will require proactive public policy, political leadership, and new mindsets across society. The report reviews the evidence on demographic transition in EAP and its potential macroeconomic impact. It addresses the current policy environment including pensions and social security, health, and long-term care and labor markets to assess the risks of 'business as usual'. It also suggests policy directions to promote healthy and productive aging in EAP, and emphasizes that aging is not just about older people, but requires policy and behavioral change across the life cycle.

Ageing in Asia contains a selection of leading social systems and programs, with interesting case-studies offering innovative and useful lessons. The book covers ageing and related developments occurring in the most dynamic industrializing and urbanizing societies of emerging Asia. It includes topical issues such public policies and responses to current challenges from the growing needs of an ageing population due to rise of chronic non-communicable diseases, amidst rapidly changing social, cultural, economic and political changes in the region. The main purpose of the book is to provide useful comparisons of social care systems undergoing rapid transitions, and to offer some examples of best practices and lessons to respond to the changing needs due to population ageing.

This book provides a unique comparative view of the extremely low fertility and drastic population aging in Eastern Asian countries. After discussing demographic and political developments of Japan in detail as a reference case, accelerated changes in Korea, Taiwan and China are interpreted with a comparative cultural view. In addition to the well-known cultural divide between countries with strong and weak family ties, this book proposes another divide between offspring of the feudal family and that of the Confucian family. Included is a discussion of how the discrepancy between the compressed change in the socioeconomic system and the slow change in the family system has resulted in extremely low fertility in Eastern Asia. A comparison of policy development reveals that the sense of overpopulation has caused difficulty in launching pro-natal policy interventions in Eastern Asia, especially in China. Impacts of fertility decline on population aging, total dependency ratio and the timing of population decline in Eastern Asia are analyzed with a stylized model. The remaining Confucian family pattern is especially important in understanding and predicting political development to cope with accelerated population aging. This book examines common themes related to gender and ageing in countries in Southeast Asia. Derived from quantitative or qualitative methods of data collection and analysis, the chapters reveal how ageing has become tempered by globalization, cultural values, family structures, women’s emancipation and empowerment, social networks, government policies, and religion. The chapters are concerned primarily with the following questions related to gender and ageing: (a) how do women and men experience old age? (b) do women and men have different means of coping financially and socially in their old age? (c) does having engaged in wage work for longer periods of time serve as an advantage to older men in contrast to older women? (d) does a woman’s primary role as caregiver serve to disadvantage her in old age? (e) what kinds of identities have older women and men constructed for themselves? (f) do women and men prepare for ageing differently and has this preparation been mediated by educational levels? (g) does having a higher level of education make a difference to how one experiences ageing? (h) how does class shape the way women and men cope in old age? and (i) what does it mean to be a ‘single’ older person who has either lost a spouse through death or has never been married? Because the book employs a cross-country analysis, readers gain an understanding of contemporary emergent trends not only in each of the countries but also in Southeast Asia as a whole. Wherever relevant, some chapters have also identified similarities in trends on gender and ageing between countries in the Western hemisphere and those in Southeast Asia to highlight broader patterns across the world. The volume takes four key themes related to ageing – the experience of old age; intergenerational relations; economics of and social policy for ageing; longevity and the culture of ageing - and examines how these issues are emerging in different regions of Asia, specifically, the former Soviet Union, South Asia, China, Japan and South-East Asia. In placing these Asian cases studies in the broader context of debates about, and policies on, ageing more generally, it brings them into the mainstream of comparative research on ageing from which they have been too often excluded. As the studies show, the relationship between ageing and poverty is a complex one and often reflects policy towards the aged rather than that the aged themselves are unproductive and dependent. Ageing, moreover, can no longer be considered as simply a national question; we also need to consider the implications of its global dimension in terms of issues such as human rights and quality of life.
