The American institute for contemporary German studies, which sponsors research and discussion on German politics, foreign policy and history since 1945, has compiled this book on the German army and its involvement with NATO, German politics and future strategic alternatives.

In Germans to the Front, David Large charts the path from Germany's total demilitarization immediately after World War II to the appearance of the Bundeswehr, the West German army, in 1956. The book is the first comprehensive study in English of West German rearmament during this critical period. Large's analysis of the complex interplay between the diplomatic and domestic facets of the rearmament debate illuminates key elements in the development of the Cold War and in Germany's ongoing difficulty in formulating a role for itself on the international scene. Rearmament severely tested West Germany's new parliamentary institutions, dramatically defined emerging power relationships in German politics, and posed a crucial challenge for the NATO alliance. Although the establishment of the Bundeswehr ultimately helped stabilize the nation, the acrimony surrounding its formation generated deep divisions in German society that persisted long after the army took the field. According to Large, the conflict was so bitter because rearmament forced a confrontation with fundamental questions of national identity and demanded a painful reckoning with the past.

This book, first published in 1987, examines the defence forces of Western Europe and assesses Europe’s capacity to defend itself as the 1980s saw the Cold War balance of power shift towards the Soviet Union. Soviet forces were greatly superior to NATO’s in terms of tanks, artillery and combat divisions, and this book analyses the NATO response and capabilities.

Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

The post-Cold War era has witnessed a dramatic transformation in the German political consensus about the legitimacy of the use of force. However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.
