This Outline is not a clear, simple system for coping withgovernment documents. It is a record of what is known about theexisting classes of publications in as far as this information iscontained in the Documentation Section's files. It is anessential preliminary to the establishment of more systematiccatalogue numbers, because it shows the materials to be organizedand the results of the mistakes and successes of thirty years.
