China S Expansion Into The Western Hemisphere

With President Hu Jintao's November 2004 visit to Latin America, China signaled to the rest of the world its growing interest in the region. Many observers welcome this development, highlighting the benefits of increased trade and investment, as well as diplomatic cooperation, for both sides. But other analysts have raised concerns about the relationship's impact on Latin American competitiveness and its implications for U.S. influence in Washington's traditional backyard. Provides insight into U.S. and Chinese involvement in aid, trade, direct investment and strategic ties in Latin America In recent years, China has become the largest trading partner for more than half the countries in Latin America, and demonstrated major commitments in aid and direct investment in various parts of the region. China has also made a number of strategic commitments to countries like Nicaragua, Cuba, and Venezuela which have long-standing policies opposing U.S. influence in the region. China, the United States, and the Future of Latin America posits that this activity is a direct challenge to the role of the U.S. in Latin America and the Caribbean. Part of a three-volume series analyzing U.S.-China relations in parts of the world where neither country is dominant, this volume analyzes the interactions between the U.S., China, and Latin America. Gallagher traces the development of the China-Latin America trade over time and covers how it has affected the centuries-old (and highly unequal) US-Latin American relationship. He argues that despite these opportunities Latin American nations have little to show for riding the coattails of the 'China Boom' and now face significant challenges in the next decades as China's economy slows down and shifts more toward consumption and services. While the Latin American region saw significant economic growth due to China's rise over the past decades, Latin Americans saved very little of the windfall profits it earned even as the region saw a significant hollowing of its industrial base. What is more, commodity-led growth during the China boom reignited social and environmental conflicts across the region. Scholars and reporters have covered the Chinese expansion into East Asia, Southeast Asia, Australasia, Africa, the US, and Europe.

China's rise in the global arena is undeniably altering the global status quo. Its rise is closely linked to and reflected in its rising dependence on imported oil, adroit soft power, economic prowess and corresponding impressive economic growth, its military modernization, and its strategic engagement of the world as an alternative model of political and economic development. As the status quo changes, the United States theoretically becomes less influential politically, economically, and militarily, because China is skillfully harnessing and strategically exercising the elements of national power to acquire scarce oil energy resources in the Near East, Western Hemisphere, and Sub-Saharan Africa. Chinese Energy Futures and Their Implications for the United States, by George Eberling, examines how Chinese oil energy specifically will shape future Sino-American relations under conditions of dependency and non-dependency, and whether competition or cooperation for scarce energy resources will result. Eberling uses both scenario analysis and the PRINCE method to examine three possible Chinese oil energy futures: Competitive Dependency, Competitive Surplus, and Cooperative Surplus. Chinese Energy Futures also discusses and evaluates the strategic implications of these scenarios with respect to the United States.

Chinese involvement in the Latin American telecommunications and space industries has implications for U.S. national security. Unlike other commercial activities geared toward supplying raw materials to China's 1.3 billion inhabitants, Chinese investment in space and telecommunications implies broader commercial and strategic interests that potentially put the Chinese into Western Hemisphere air and space. At present, Chinese activity in these industries is growing as U.S. engagement is diminishing. Globalization, advances in information technology, and China's growing capacity and interest in Information Warfare make the United States particularly vulnerable should it abandon international telecommunications and space industries. In order to mitigate future threats, the United States should step up its commerce, aid, and diplomacy with Argentina and the region as a whole.

This book examines China's trade insertion strategy in Latin America. Divided into five parts, the book features scholars from China, Chile, Costa Rica, Peru, and Mexico who present the main actors and dynamics around China's trade policy in the region in twelve carefully selected contributions, with qualitative and quantitative case studies. Highlighting China's important trade presence in Latin America after joining the World Trade Organization (WTO), the book analyzes the effects of free trade agreements China signed with three countries in the region - Chile (2005), Peru (2010), and Costa Rica (2011) - as well as specific preferential agreements with other countries from Latin America. While the first part of this book reviews China and Latin America trade policies, the second part explores China's view of Latin America.
