Deconstructing Ideal Power Europe

This book deconstructs the EU’s representation as “an ideal power” in world politics through an analysis of its policy on the Southern Mediterranean before and after the Arab uprisings. It displays how the EU’s “ideal” identity is reproduced vis-à-vis its Arab other, especially after the uprisings.

India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.

The study proposes a different understanding of the complex relationship between Europe and the Mediterranean Middle East and North Africa, it challenges the conventional wisdom on Europe's benevolent foreign policy and the image of 'Fortress Europe' alike.

Differentiation and Politicization: The Case of EU Migration Policy examines the implementation of differentiated integration in EU migration and asylum policy. The research seeks to expand and deepen on the conceptual and factual interaction among core state powers, politicization, the rise of Euroscepticism, the public constraining dissent and the application of different forms of polarity within EU legal framework. Eleftheria Markozani argues that growing Euroscepticism may not only generate the application of opt-outs of particular member states, as previous research has also shown. Instead, she supports that the coincidental increase of politicization of a policy field and Euroscepticism in many member states can provoke the introduction of other forms of polarity, such as flexibility, in EU legal rules. The study begins with the cases of UK and Denmark, outlining the way that the mobilization of exclusive national identities raises the demand for differentiation. However, it , continues with the introduction of flexibility in the Commission’s proposals on the 2020 New Pact on Migration, through the lens of the aggregated level of politicization and the rise of right-wing Eurosceptic parties in many states of EU. While the treaty opt-outs have been related with Euroscepticism since the Maastricht Treaty through the polarization provoked by referendums and elections, the 2015 refugee crisis resulted in the EU institutions’ endorsement of flexibility within the Dublin system, a secondary legal rule.

This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU’s southern and eastern neighbourhood through the prism of continuity and change. By critically examining EU action and inaction in the framework of the 2011 ENP, it also puts the ENP's most recent review of 2015 in perspective. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU’s neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration.
