The application of foresight to address the challenges of uncertainty and rapid change has grown dramatically in the past decade. In that period, the techniques have been greatly refined and the scope has been broadened to encompass future-oriented technology analysis (FTA) and more recently, the concept and practice of strategic intelligence. FTA addresses directly the longer-term future through the active and continuous development of visions, and pathways to realise these visions. It is increasingly seen as a valuable management and policy tool complementing, and extending further into the future, classical strategy, planning, and decision-making approaches. This book charts the development of FTA and provides the first coherent description and analysis of its practical application and impact in the worlds of business, government, education and research in both advanced and developing countries. It draws on papers addressing the application of FTA around the globe which were presented at the Second International Seville Seminar in September 2006. The insights and practical experience will be invaluable for company managers, government ministers and officials, researchers and academics with responsibilities for effective planning and decision-making in an increasingly turbulent and unpredictable world.

Comprehensive resource explaining how to evaluate technologies for different purposes in any industry using four different practical approaches By identifying emerging technology and application trends through analyses of published papers and patents, Future-Oriented Technology Assessment offers a comprehensive view of technology assessment structured into three different practical approaches: Technology Evaluation, Technology Roadmapping, and Technology Intelligence. The first three chapters include studies which utilize technology gap analysis, multiple criteria decision analysis, expert assessment quantification or neural networks to evaluate or forecast technology alternatives. The next four chapters use technology roadmapping, which charts a comprehensive plan for implementing technology. The final five chapters apply bibliometric analysis, patent analysis, and network analysis to identify technology trends and the leaders in the field. Additional topics covered in Future-Oriented Technology Assessment include: Smart grid technology as an alternative to fossil fuel consumption Heat pump water heaters that reduce the cost of energy and improve energy efficiency, with particular focus on research from the US and China Nanotechnology in construction in Saudi Arabia to improve heat insulation, energy efficiency, and tensile strength in green building designs With comprehensive, practical insight into evaluating emerging technologies across different industries, Future-Oriented Technology Assessment is an essential read for researchers in technology and professionals in engineering and technology management, along with professionals and graduate students in related disciplines and programs of study.

The book gives practical guidance for policy makers, analysts and researchers on how to make the most of the potential of Foresight studies. Based on the concept of evidence-based policy-making, Foresight studies are common practice in many countries and are commonly understood as a supportive tool in designing future-oriented strategies. The book outlines approaches and experiences of integrating such Foresight studies in the making and implementation of science, technology and innovation (STI) policies at different national levels. It delivers insights into practical approaches of developing STI policy measures oriented towards future societal and technological challenges based on evidence drawn from comparable policy measures worldwide. Authors from leading academic institutions, international organizations and national governments provide a sound theoretical foundation and framework as well as checklists and guidelines for leveraging the potential impact of STI policies.

This book aims to identify promising future developmental opportunities and applications for Tech Mining. Specifically, the enclosed contributions will pursue three converging themes: The increasing availability of electronic text data resources relating to Science, Technology and Innovation (ST&I). The multiple methods that are able to treat this data effectively and incorporate means to tap into human expertise and interests. Translating those analyses to provide useful intelligence on likely future developments of particular emerging S&T targets. Tech Mining can be defined as text analyses of ST&I information resources to generate Competitive Technical Intelligence (CTI). It combines bibliometrics and advanced text analytic, drawing on specialized knowledge pertaining to ST&I. Tech Mining may also be viewed as a special form of “Big Data” analytics because it searches on a target emerging technology (or key organization) of interest in global databases. One then downloads, typically, thousands of field-structured text records (usually abstracts), and analyses those for useful CTI. Forecasting Innovation Pathways (FIP) is a methodology drawing on Tech Mining plus additional steps to elicit stakeholder and expert knowledge to link recent ST&I activity to likely future development. A decade ago, we demeaned Management of Technology (MOT) as somewhat self-satisfied and ignorant. Most technology managers relied overwhelmingly on casual human judgment, largely oblivious of the potential of empirical analyses to inform R&D management and science policy. CTI, Tech Mining, and FIP are changing that. The accumulation of Tech Mining research over the past decade offers a rich resource of means to get at emerging technology developments and organizational networks to date. Efforts to bridge from those recent histories of development to project likely FIP, however, prove considerably harder. One focus of this volume is to extend the repertoire of information resources; that will enrich FIP. Featuring cases of novel approaches and applications of Tech Mining and FIP, this volume will present frontier advances in ST&I text analytics that will be of interest to students, researchers, practitioners, scholars and policy makers in the fields of R&D planning, technology management, science policy and innovation strategy.
