Global Heritage Assemblages

UNESCO aims to tackle Africa’s under-representation on its World Heritage List by inscribing instances of nineteenth- and twentieth-century modern architecture and urban planning there. But, what is one to make of the utopias of progress and development for which these buildings and sites stand? After all, concern for ‘modern heritage’ invariably—and paradoxically it seems—has to reckon with those utopias as problematic futures of the past, a circumstance complicating intentions to preserve a recent ‘culture’ of modernization on the African continent. This book, a new title in Routledge’s Studies in Culture and Development series, introduces the concept of ‘global heritage assemblages’ to analyse that problem. Based on extensive anthropological fieldwork, it describes how various governmental, intergovernmental, and non-governmental actors engage with colonial and post-colonial built heritage found in Eritrea, Tanzania, Niger, and the Republic of the Congo. Rausch argues that the global heritage assemblages emerging from those examples produce problematizations of the modern’, which ultimately indicate a contemporary need to rescue modernity from its dominant conception as an all-encompassing, epochal, and spatial culture.

The World Heritage community is currently adopting policies to mainstream human rights as part of a wider sustainability agenda. This interdisciplinary book combines a state of the art review of World Heritage policy and practice at the global level with ethnographic case studies from the Asia-Pacific region by leading scholars in the field. By joining legal reviews, anthropology and practitioner experience through in-depth case studies, it shows the diversity of human rights issues in both natural and cultural heritage sites. From site-designation to their conservation and management, the book explores the various rights issues and analyses the diverse social, cultural and legal challenges and responses at both regional and global level. Detailed case studies are included from Australia, Cambodia, China, Malaysia, Myanmar, Nepal, the Philippines and Vietnam. The book will appeal to both natural and cultural heritage professionals and human rights and heritage scholars, and will serve as a useful compendium for courses use allowing students to compare, contrast and contextualize different contexts.

Religion and spirituality have been scarcely addressed in heritage preservation history, discourse, and practice. More recently, increased interest in the intersections between the study of religion and heritage preservation in both academic studies and institutional initiatives highlight obstacles that the field has yet to overcome theoretically and methodologically. This Element surveys the convergences of religious and heritage traditions. It argues that the critical heritage turn has not adequately considered the legacy of secularism that underpins the history and contemporary practices of heritage preservation. This omission is what has left the field of heritage studies ill-equipped to support the study and management of a heritage of religion broadly construed.

The richness of Africa’s heritage at times stands in stark contrast to the economic, health, political and societal challenges faced. Development is essential but in what forms? For whom? Following whose agendas? At what costs? This book explores how heritage can promote, secure, or undermine sustainable development with special focus on sub-Saharan Africa, and in turn, how this affects conceptions of heritage. The chapters in this volume identify shared challenges, good practices and failures, and use specific case studies to provide detailed insights into varied forms of heritage and heritage defining processes on the continent. By critically analysing the often romanticised discourses of ‘heritage’, ‘community engagement’, and ‘sustainable development’ the volume suggests ways of harnessing aspects of heritage to tackle some of the socio-economic and political pressures facing heritage practices on the continent, including the legacies of colonialism.

This volume analyzes the politics, policy and practice of cultural heritage at the global level, identifying the major directions in which international heritage practice is moving, and exploring the key issues likely to shape the cultural heritage field well into the twenty-first century. It examines the tensions between the universal claims of much heritage practice, particularly that associated with the World Heritage system, and national and local perspectives. It explores the international legal framework developed since World War Two to protect heritage, particularly at times of war, and from theft, showing how contemporary global problems of conflict and illicit trade continue to challenge the international legal system. Heritage and Globalisation critiques the incorporation of heritage in the world economy through the policies of international development organisations and the global tourism trade. It also approaches heritage from seldom-considered perspectives, as a form of aid, as a development paradigm, and as a form of sustainable practice. The book identifies some of the most pressing issues likely to face the heritage industry at a global level in coming decades, including the threat posed by climate change and the need for poverty reduction. Providing a historically and theoretically rigorous approach to heritage as a form of and manifestation of globalisation, the volume’s emphasis is on contemporary issues and new fields for heritage practice.

This book focuses on the balance between protecting human rights and protecting world heritage sites. It concerns itself with the idea that the management of heritage properties worldwide may fail to adequately respect traditional entitlements and rights of individuals and communities living within or being affected by changes in the use of these spaces. It also explores the concept that the international heritage field has limited knowledge and awareness of this challenge. The volume argues that the dilemmas in question result from different conceptualisations of the key terms of 'rights', 'heritage' and 'community' among different groups and across political and cultural boundaries. In so far as 'culture' is what enables us to read the meanings involved, the ultimate questions are those that ask whose power is contested when one meaning is ‘fixed’ and the heritage of one group of humans is given the right to have its symbolic representation enjoyed and protected. The included case studies give vivid examples of this. This book was originally published as a special issue of the International Journal of Heritage Studies.
