Green Guidance For Latin America And The Caribbean

What challenges and opportunities does the green transition entail for Latin America and the Caribbean? This 15th edition of the Latin American Economic Outlook explores options for the region to recast its production models, transform its energy matrix and create better jobs in the process.

The Latin America and the Caribbean region is consolidating its recovery from the COVID†?19 crisis, but the road ahead poses challenges: The damage inflicted by the pandemic on education and poverty require redress; new variants may appear; rising global inflation presents new policy dilemmas; and the long†?standing reform agenda needed to lay the foundations for renewed and inclusive growth remains pending. Further, the global context is evolving rapidly. Over the medium term, the tragedy unfolding in Ukraine will affect the region through unpredictable channels. Over the longer term, increased global alarm over the pace of climate change raises new policy issues. The region’s contribution to greenhouse gases is modest and can be reduced, but the impact of climate change on its people and productive sectors will require significant adaptation. The good news is that LAC’s unique endowments positions it well to seize emerging green growth opportunities if well†?managed. A key message is that improving the region’s capability to adapt and innovate needs to be placed at the center of both the growth and greening agendas and can generate synergies between them.

This book addresses the social implications of climate change and climatic variability on indigenous peoples and communities living in the highlands, lowlands, and coastal areas of Latin America and the Caribbean. Across the region, indigenous people already perceive and experience negative effects of climate change and variability. Many indigenous communities find it difficult to adapt in a culturally sustainable manner. In fact, indigenous peoples often blame themselves for the changes they observe in nature, despite their limited emission of green house gasses. Not only is the viability of their livelihoods threatened, resulting in food insecurity and poor health, but also their cultural integrity is being challenged, eroding the confidence in solutions provided by traditional institutions and authorities. The book is based on field research among indigenous communities in three major eco-geographical regions: the Amazon; the Andes and Sub-Andes; and the Caribbean and Mesoamerica. It finds major inter-regional differences in the impacts observed between areas prone to rapid- and slow-onset natural hazards. In Mesoamerican and the Caribbean, increasingly severe storms and hurricanes damage infrastructure and property, and even cause loss of land, reducing access to livelihood resources. In the Columbian Amazon, changes in precipitation and seasonality have direct immediate effects on livelihoods and health, as crops often fail and the reproduction of fish stock is threatened by changes in the river ebb and flow. In the Andean region, water scarcity for crops and livestock, erosion of ecosystems and changes in biodiversity threatens food security, both within indigenous villages and among populations who depend on indigenous agriculture, causing widespread migration to already crowded urban areas. The study aims to increase understanding on the complexity of how indigenous communities are impacted by climate change and the options for improving their resilience and adaptability to these phenomena. The goal is to improve indigenous peoples rights and opportunities in climate change adaptation, and guide efforts to design effective and sustainable adaptation initiatives.

The Physical Geography of South America, the eighth volume in the Oxford Regional Environments series, presents an enduring statement on the physical and biogeographic conditions of this remarkable continent and their relationships to human activity. It fills a void in recent environmental literature by assembling a team of specialists from within and beyond South America in order to provide an integrated, cross-disciplinary body of knowledge about this mostly tropical continent, together with its high mountains and temperate southern cone. The authors systematically cover the main components of the South American environment - tectonism, climate, glaciation, natural landscape changes, rivers, vegetation, animals, and soils. The book then presents more specific treatments of regions with special attributes from the tropical forests of the Amazon basin to the Atacama Desert and Patagonian steppe, and from the Atlantic, Caribbean, and Pacific coasts to the high Andes. Additionally, the continents environments are given a human face by evaluating the roles played by people over time, from pre-European and European colonial impacts to the effects of modern agriculture and urbanization, and from interactions with El Ni?o events to prognoses for the future environments of the continent.

Environment at a Glance in Latin America and the Caribbean: Spotlight on Climate Change focusses on climate change, looking at trends in greenhouse gas emissions, exposure to climate-related hazards and climate policies. It provides key messages on past progress and remaining efforts to be made in Latin America and the Caribbean. The report draws on the OECD’s expertise in environmental data and indicators, on the work of the International Programme for Action on Climate (IPAC) and is part of the OECD Latin America and the Caribbean Regional Programme. The indicators presented come from OECD and other international databases, and reveal substantive gaps in the availability of data on the environment and climate in the region. This interactive report allows users to play with the data and graphics and to download and share them.

This book is a joint effort lead by the Inter-American Development Bank (IDB) in collaboration with the Economic Commission of Latin America and the Caribbean (ECLAC) and the World Wildlife Fund (WWF) focused on the climate and development challenge for LAC. It deals with a matter that is bound to affect the likelihood of achieving sustainable progress in Latin America and the Caribbean. Indeed, climate change is already affecting the foundations on which Latin American societies rely for sustenance and welfare.
