This volume addresses two primary research concerns: first, considering extraversion (or extroversion) as a term for characterizing a region that is "mobilizing resources from their (possibly unequal) relationship with the external environment", a dynamic that constitutes a possible African potential; and, second, a survey of competing systems and strategies with a focus on relationships between formal and informal institutions in terms of their collaborations and conflicts. In addition, this volume contains three chapters examining very recent African responses to the ongoing COVID-19 pandemic from a variety of perspectives. The final part of this volume contains an important contribution to the conceptualization of 'African Potentials'. This has proven to be a significant conceptual innovation, that allows intellectual access to alternative ways of thinking about latent ideas of universality.

The book examines the impact of COVID-19 on economic and political processes, contending that the global reaction to the pandemic has been the largest failure in scientific policy in a generation. Unlike earlier crises, it has impacted the world's leading economies while also paralyzing international ties, provoking diverse and far-reaching reactions. The authors posit that no effective global response has been launched in response to this global catastrophe. Rather, governments have implemented a variety of policies based on the costs of virus protection against financial closure and isolation. In doing so, there has been a resurgence in nationalism. This book aims to provide comprehensive understanding of how the pandemic has widened political gaps, and demarcates what the long-term consequences might be in terms of policies and economics in the wake of the pandemic. Of interest to scholars in political geography, development studies, international relations, public administration, and health science, this book presents key observations on existing theories of global politics pivoted around the COVID-19 pandemic, and its ramifications on individuals, groups, and ultimately, the nation state.

As the culminating volume in the DCP3 series, volume 9 will provide an overview of DCP3 findings and methods, a summary of messages and substantive lessons to be taken from DCP3, and a further discussion of cross-cutting and synthesizing topics across the first eight volumes. The introductory chapters (1-3) in this volume take as their starting point the elements of the Essential Packages presented in the overview chapters of each volume. First, the chapter on intersectoral policy priorities for health includes fiscal and intersectoral policies and assembles a subset of the population policies and applies strict criteria for a low-income setting in order to propose a "highest-priority" essential package. Second, the chapter on packages of care and delivery platforms for universal health coverage (UHC) includes health sector interventions, primarily clinical and public health services, and uses the same approach to propose a highest priority package of interventions and policies that meet similar criteria, provides cost estimates, and describes a pathway to UHC.

Populists and the Pandemic examines the responses of populist political actors and parties in 22 countries around the globe to the COVID-19 pandemic, in terms of their attitudes, rhetoric, mobilization repertoires, and policy proposals. The responses of some populist leaders have received much public attention, as they denied the severity of the public health crisis, denigrated experts and data, looked for scapegoats, encouraged protests, questioned the legitimacy of liberal institutions, spread false information, and fueled conspiracies. But how widespread are those particular reactions? How much variation is there? What explains the variation that does exist? This volume considers these questions through critical analysis of countries in the Americas, Europe, Asia, and Africa, by leading experts with deep knowledge of their respective cases. Some chapters focus on populist parties, others on charismatic populist leaders. Some countries examined are democracies, others autocracies. Some populists are left wing, others right wing. Some populists are in government, others in opposition. This variation allows for a panoramic consideration of factors that systematically influence or mediate populist responses to the pandemic. The book thus makes a unique contribution to our understanding of the intersection between two of the most pressing social and political challenges of our time. The book will be of interest to all those researching populism, extremism, and political parties and those more broadly interested in political science, public policy, sociology, communications, and economics.
