Tackling Youth Unemployment In Europe

Comprises ten papers grouped under two themes: European strategies to fight youth unemployment: a comparative analysis and critical assessment; and National Action Plans: trends and challenges.

Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

Providing original insights into the factors causing early job insecurity in European countries, this book examines its short- and long-term consequences. It assesses public policies seeking to diminish the risks to young people facing prolonged job insecurity and reduce the severity of these impacts. Based on the findings of a major study across nine European countries, this book examines the diverse strategies that countries across the continent use to help young people overcome employment barriers.

In Youth Policies and Unemployment in Europe Paola Giannoni analyses the situation of the European youth regarding the changes in the job market dynamics and the strategies implemented by the EU for the social inclusion of young people.

This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. The SDN will assess the youth unemployment problem in advanced European countries, with a special focus on the euro area. It will document the main trends in youth and adult unemployment in 22 European countries before and after the global financial crisis. It will identify the main drivers of youth and adult unemployment, focusing in particular on the role of the business cycle and structural characteristics of the labor market. It will outline the main elements of a comprehensive strategy to address the problem.

The crisis has intensified what was previously a chronic unemployment problem in Europe; youth unemployment is now at unprecedented highs in some European countries. This paper assesses the main drivers of youth unemployment in Europe. It finds that much of the increase in youth unemployment rates during the crisis can be explained by output dynamics and the greater sensitivity of youth unemployment to economic activity than adult unemployment. Labor market institutions also play a significant role in explaining the persistently high levels of youth unemployment, especially the tax wedge, minimum wages relative to the median wage, spending on active labor market policies, the opportunity cost of working (measured by the unemployment benefits), vocational training, and labor market duality. This suggests that policies to address youth unemployment should be comprehensive and country-specific, focused on reviving growth and advancing labor market reforms.

This edited collection provides the first in-depth analysis of social policies and the risks faced by young people. The book explores the effects of both the economic crisis and austerity policies on the lives of young Europeans, examining both the precarity of youth transitions, and the function of welfare state policies.
