Transforming Homeland Security

This volume addresses the need for the United States and Europe to transform their respective approaches to homeland security in ways that are more attuned to 21st century challenges. Effective homeland security may begin at home, but in an age of catastrophic terrorism no nation is home alone. If Europeans and Americans are to be safer than they are today, individual national efforts must be aligned with more effective transatlantic cooperation.

This is a print on demand edition of a hard to find publication. Since 2003, the Dept. of Homeland Security (DHS) has been a designated as high risk because DHS had to transform 22 agencies into one dept., and failure to effectively address its mission and mgmt. risks could have serious consequences for national and economic security. This high-risk area includes: challenges in mgmt. functional areas, including acquisition, IT, financial, and human capital mgmt.; the impact of those challenges on mission implementation; and mgmt. integration. This testimony discusses DHS's progress and actions remaining in: (1) implementing its mgmt. functions; (2) integrating those functions and strengthening performance measurement; and (3) addressing the high-risk designation. This book represents some of the thinking by students at the U.S. Army War College, considering the nature and direction of transformation. They consider how the transformed joint services of the United States should employ force in the 21st century. The services are exploring concepts such as Effects Based Operations and Rapid Decisive Operations to move swiftly and strike vigorously to secure victory in the coming decades. At the same time the nation and its armed forces are developing new concepts of homeland security to defend the country in the war on terrorism. Officers who participated in the Advanced Strategic Art Program (ASAP) during Academic Year 2002 wrote the individual chapters.
