What Works In Preventing Rural Violence

This report details unique characteristics of rural violence and outlines 88 strategies to prevent violent behavior, improve services for victims, and reduce recidivism. According to the U.S. Department of Justice, rape, assault, and robbery rates tripled in rural communities from 1965 to 1992. Rural violence differs from urban violence in several key ways: rural victims of violence are much more likely to know their assailants than victims in urban areas; rural victims are more likely to report that the perpetrator was using alcohol as compared to urban victims; and while crime rates in rural areas are generally lower than urban or suburban areas, rural women are just as likely to experience violence at the hands of an intimate partner as their urban and suburban counterparts. Efforts that make a difference across all categories of violence include reducing drug and alcohol abuse, increasing community collaboration and education, reducing poverty, increasing the availability of health care and safe places for victims, and restricting access to firearms. The first part of the report lists strategies pertaining to physical assault, child abuse, rape and sexual assault, domestic abuse, elder abuse, suicide, and bias (hate) crimes. Strategies are categorized according to the research information available about their effectiveness. Those strategies that have been applied and studied in rural areas are specifically noted. Most strategies are followed by a reference number indicating a brief summary of the strategy in the appendix. The second part of the report includes a set of worksheets to help communities monitor violence and prevention efforts and assess the level of services available for dealing with violence. Ensuring Safe School Environments: Exploring Issues--Seeking Solutions presents research findings and information about school violence, with a focus on strategies for increasing school safety. Based on a special topical issue of Rural Special Education Quarterly, the original journal articles have been rewritten to address safe schools from the perspective of suburban and urban, as well as rural environments. Topics include the frequency of violence in these different settings; violence as it directly impacts school administrators; strategies for preventing and addressing violence at both the school and individual levels; and ways to work with the community both in and out of schools. Part I focuses on issues. In Part II, solutions that have been used to deal with youth violence are offered for readers to consider, including chapters on effective conflict management practices, behavioral support plans, school-community relations, the development of a caring school community as a way to decrease tendencies toward violence, and a model which demonstrates an in-practice, state-wide program designed to assist in the development of a community-focused school. Criminology has until recently neglected the nature and levels of crime outside the urban realm. This is not a surprise as crime tends to concentrate in urban areas and the police directs resources where the problems are. Yet, there are many reasons why scholars, decision-makers and society as a whole should care about crime and safety in rural areas. This book highlights 20 reasons why crime and safety in rural areas is a topic of relevance. We attempt to untangle currently simplistic views of the rural by discussing a number of facets of the countryside as both safe and criminogenic, and more importantly, a hybrid place worth to be examined in its own right.
