The democratic opening presented by Nigeria's successful transition to civil rule (June 1998 to May 1999) unleashed a host of hitherto repressed or dormant political forces. Unfortunately, it has become increasingly difficult to differentiate between genuine demands by these forces on the state and outright criminality and mayhem. Post-transition Nigeria is experiencing the proliferation of ethnic militia movements purportedly representing, and seeking to protect, their ethnic interests in a country, which appears incapable of providing the basic welfare needs of its citizens. It is against the background of collective disenchantment with the Nigerian state, and the resurgence of ethnic identity politics that this research interrogates the growing challenge posed by ethnic militias to the Nigerian democracy project. The central thesis is that the over-centralization of power in Nigeria 's federal practice and the failure of post-transitional politics in genuinely addressing the "National Question," has resulted in the emergence of ethnic militias as a specific response to state incapacity. The short- and long-term threats posed by this development to Nigeria 's fragile democracy are real, and justify the call for a National Conference that will comprehensively address the demands of the ethnic nationalities.

The Movement for the Actualisation of the Sovereign State of Biafra (MASSOB), an ethnic militia, emerged in the Igbo-speaking region of Nigeria in 1999, shortly after military rule ended and Olusegun Obasanjo took office as elected President. MASSOB's stated goal is the struggle for Igbo self-determination and the re-emergence of a new sovereign state in the eastern part of the country to be known as the 'United States of Biafra', thereby raising the spectre of a possible break up of the Federal Republic of Nigeria. This Discussion Paper examines the circumstances of MASSOB's emergence in a period of political transition and considerable uncertainty as the Nigerian armed forces began to prepare to relinquish their grip on power, and the specific ways the promoters of this ethnic militia movement have shaped Nigeria's still unfolding democratization process since 1999.

An unprecedented overview of anthropological and political science research on vigilantism in Africa which makes an important and innovative contribution to current discussions on the relationship between violent self-justice andstate and non-state agencies. Self-justice and legal self-help groups have been gaining importance throughout Africa. The question of who is entitled to formulate 'legal principles', enact 'justice', police 'morality' and sanction 'wrongdoings' has increasingly become a subject of controversy and conflict. These conflicts focus on the strained relationship between state sovereignty and citizens' self-determination. More particularly, they concern the conditions, modes and means of thelegitimate execution of power, and in this volume are seen as a diagnostics as to how social actors in Africa debate and practise socio-political order. State agencies try to bring vigilante groups under control by channelling their activities, repressing them, or using them for their own interests. Vigilante groups usually must struggle for recognition and acceptance in local socio-political spheres. As several of the contributions in the volume show, legal self-help groups in Africa therefore 'domesticate' themselves by, among other things, seeking legitimation, engaging in publicly acceptable non-vigilante activities, or institutionalizing what often began as a rather unrestrained and 'disorderly' social movement. Kirsch is Professor & Chair of Social & Cultural Anthropology at the University of Constance, Germany; Tilo Grätz is Senior Research Fellow at the University of Hamburg, Germany & Associate Lecturer at the University of Halle-Wittenberg.

This book engages literature and opinions of politicians, opinion leaders, religious leaders, lawyers and researchers on national integration in Nigeria. In addition to rotational presidency, participants interviewed by the author also express views on other national integration measures in Nigeria. The monograph represents a critical work in the field, making a significant contribution to the so-far-lacking literature of fieldwork and scholarship on rotational presidency in Nigeria. The monograph will benefit scholars, researchers, peace and conflict experts, politicians, students and other stakeholders on how national integration can be cultivated and consolidated. Its focus on the Fourth Republic ensures its relevance to the management of political tussles inherent to rotating power in a developing and federal country such as Nigeria.

This book examines the factors contributing to the Niger Delta crisis and explains why, in spite of the billions of dollars devoted to the presidential amnesty program, peace has eluded the region. It argues that the economic development of the region, and the fundamental restructuring of the country, is central to securing peace and for the prevention of the collapse of the state.

The Fourth Congress of the Association of African historians was held in Addis Ababa in May 2007. These 21 papers are a key selection of the papers presented there, with an introduction by the distinguished historian Bahru Zewde. Given the contemporary salience and the historical depth of the issue of identity, the congress was devoted to that global phenomenon within Africa. The papers explore and analyse the issue of identity in its diverse temporal settings, from its pre-colonial roots to its cotemporary manifestations. The papers are divided into six parts: Pre-Colonial Identities; Colonialism and Identity; Conceptions of the Nation-State and Identity; Identity-Based Conflicts; Migration and Acculturation; and Memory, History and Identity. The authors are scholars from Benin, Botswana, Cameroon, the Democratic Republic of Congo, Ethiopia, Mali, Nigeria, Senegal, South Africa and Zimbabwe. Bahru Zewde is Emeritus Professor of History at Addis Ababa University, Executive Director of the Forum for Social Studies, and Vice-President of the Association of African Historians. He was formerly Chairperson of the Department of History and Director of the Institute of Ethiopian Studies at Addis Ababa University.
